[SCTP]: Add the handling of "Set Primary IP Address" parameter to INIT

The ADD-IP "Set Primary IP Address" parameter is allowed in the
INIT/INIT-ACK exchange.  Allow processing of this parameter during
the INIT/INIT-ACK.
