dev-hsa,gpu-compute: IOCTL updates for ROCm 4
This change copies over the up-to-date kfd_ioctl.h file from the linux
kernel, and updates the gpu_compute_driver to reflect the changes found
in the new version of the kfd_ioctl.h file
