misc: Use VPtr in hsa_driver.cc
This change updates HSADriver::allocateQueue to take in a ThreadContext
pointer as opposed to a PortProxy ref. This allows the TypedBufferArg
to be replaced with VPtr.
This also fixes building GCN3_X86
