base: Fix missing headers to CircularQueue
CircularQueue is currently throwing compilation errors when creating
a derived class.
assert() needs <cassert>
ptrdiff_t needs <cstddef>
(u)intX_t need <cstdint>
random_access_iterator_tag needs <iterator>
is_same, enable_if and others need <type_traits>
