resources: update number of threads needed for GPU applications

With the update to ROCm 4, the GPU applications now need 3 threads
instead of 2 because ROCclr (new to ROCm 4 relative to ROCm 1.6)
spawns a thread as part of its setup.  Without an additional
thread, gem5 will spin forever waiting for a spare thread context
to handle this -- while the existing 2 thread contexts will spin
waiting for ROCclr to complete.

This patch updates the GPU examples accordingly.
